Gus Quintana

Gus Quintana is a Senior Project Coordinator and Associate Principal at TCA with 29 years of experience. Prior to joining TCA, Gus worked as a project manager at Absolute Consulting Engineers, where he was responsible for leading teams to successfully complete several commercial projects, including Verizon, Sprint, and Sam’s Club. He also worked on hospitality projects, including Fairfield Inn, TownePlace Suites and Marriott.

As Senior Project Coordinator, Gus is responsible for drawings and their content, including consultant coordination, code compliance, permit processing and constructability for large, complex multi-family projects. He generates effective details to fully describe the design intent and constructability, and assists the project manager with project and client management. Gus also manages the Revit model. He has extensive knowledge of all building systems and consulting disciplines to successfully complete the projects.

Gus is currently working on the 600 W. Commonwealth project in Fullerton California, comprised of two sites: a Type V, multifamily, 170 units, for building-1 and 120 units for building-2; both are four-story wrap apartment buildings.

Gilbert Anguiano

Gilbert is an Associate Principal and Senior Project Manager, who joined TCA Architects as a Job Captain in 2011. He has over 15 years of experience in multi-family and mixed-use projects. Gilbert’s experience includes NAHB, PCBC Gold Nugget, and MFE Grand Award projects, such as The Village, The Park at Irvine Spectrum (Irvine, CA), Crescent Village (San Jose, CA), and Lex on Orange (Glendale, CA). To date, he is involved in the construction of over 6,000 apartment units, with 2,000 pending construction.

Gilbert is a Senior Project Manager for 4th & Hill, a 31-story high-rise TOD in downtown Los Angeles, directly adjacent to the entrance of one of the busiest metro stations in the area. The base of the building will activate the currently lackluster Metro station corner, through its design and programming.

As a Senior Project Manager, Gilbert is responsible for project development of the construction documents. He manages, coordinates, and directs technical staff. He also assists studio directors with budget and scheduling. Gilbert is well trained in the use of Building Information Modeling (BIM). He is also a licensed architect in the state of California.

Sandy Chung, AIA

Sandy Chung is a Principal and Project Design Director at TCA with over 20 years of design experience in high-density, multifamily, mixed-use projects and urban master plans. She has led project designs from conceptual phase through schematic design, with typologies ranging from wood podiums to dense urban high-rises. Her experience in planning and entitlement procedures makes her a valuable asset to TCA as well as our client base.

Prior to joining TCA, Sandy began her career in multifamily architecture at Togawa Smith Architects, where she first developed a passion for housing design.  She also gained international experience at RTKL, then living and working in Hong Kong, where she experienced the epitome of high-density urban livability.

Sandy’s recently completed projects includes TCA’s first pre-fab modular building, 6th Street Place, an affordable housing project located in the heart of LA’s Skid Row.

Sandy holds a BA from Wellesley College and a Master of Architecture from Harvard Graduate School of Design.  Sandy is a licensed architect in the state of California.

She is proficient in Revit and AutoCAD, SketchUp, Adobe Creative Suite, Blubeam; Microsoft Word, Excel, and PowerPoint. She is fluent in Cantonese and Mandarin Chinese.

Jerrin Chu, AIA

Jerrin is a Principal and Studio Director at TCA with over 22 years of design and project management experience. His focus is high-density, mixed-use housing projects that he guides from concept design through construction. Jerrin directs design for several of TCA’s multi-family projects in the greater Los Angeles area. He is currently working on a 300-unit project in Koreatown and a 426-unit high-rise tower in Playa Vista.

As Studio Director, Jerrin’s experience includes Wallace on Sunset, a 200-unit development in Hollywood directly adjacent to his other project, The Camden, a 287-unit apartment building with 39,000 SF ground floor retail on the Hollywood Walk of Fame.

In addition to his project responsibilities, Mr. Chu is a member of the Los Angeles Central City Association (CCA), where he is participates in lobby government and policy to help shape the future of Los Angeles.

Armine Movsesyan, AIA, LEED AP

 Armine Movsesyan is a Principal, Studio Director and licensed architect at TCA with over 17 years of experience in single family, multi-family, urban infill & mixed-use housing projects. Armine joined TCA in 2014, and her design talents elevated her to a Studio Director position, where she currently leads her team through the process of Entitlements to CA Phase. Through the process, she works closely with the designer and technical staff in-house, as well as coordinates with clients and consultants. She also plays an integral role in the design of TCA’s annual design journal, Base. 

Prior to joining TCA, Armine was a Designer at LCRA, specializing in single family and multi-family housing worldwide, including Dubai and India. In her seven and a half years with LCRA, she grew as a designer by working closely with her mentors at the firm. As a result, she carried several single family residence additions and remodels through permit and construction. 

Born and raised in Armenia, Armine moved to the United States in 1993 at the age of 12. She received her Bachelor’s Degree in Architecture from California State University of Pomona in 2006 with Magna Cum Laude. In 2004, she studied in Florence, Italy as part of her Architecture curriculum; and believes her experiences of living in different parts of the world supports her innate ability to understand and deliver beautiful high-performing, functional designs. 

FRANK PASKER, AIA, LEED AP, BD+C

Frank Pasker, AIA, LEED AP, BD+C has more than 20 years of experience in affordable multi-family and sustainable projects. His focus is large scale market-rate projects as well as family housing, single room occupancy accommodations (SRO), senior residences and adaptive re-use projects. He is well versed in the various applicable special codes and regulations, such as the federal standard UFAS , ADA 2010 and the various accessibility requirements by state and local jurisdictions for these particular types of projects.

Frank has served as Project Director of TCA’s most notable high-rise projects. He has also completed and is working on several high-density, mixed-use, and market-rate projects throughout Los Angeles. Frank is working on TCA’s affordable modular project 6th & San Julian by Mercy Housing, to provide urgently needed housing for Los Angeles’ homeless population.

Frank’s second focus is sustainable architecture and is holding active LEED AP, BD+C credentials. He is  familiar with the various green building programs and regulations, such as the California based Build it Green, Enterprise Green Communities, the new California Green Building Code and the various sustainability requirements for publicly funded projects. Frank has received recognition from the City of Los Angeles and the Pacific Coast Builders Conference (PCBC) for the Nob Hill Haus, an experimental certified Green Building achieving net zero electricity while using only 25% of the water of a conventional residence. Additionally, his project Hanover Olympic offers the first “net zero” energy rentals in Los Angeles.

In his role as Technical Director of the LA office, Frank oversees the technical staff, mentors aspiring young Architects and provides training to the technical team.

ERIC OLSEN, AIA, LEED AP

Eric Olsen is the Principal in Charge of TCA’s Los Angeles and Hawaii offices, and a partner in the firm. He has 29 years of experience in master planning, residential/mixed-use architecture, TOD, high rise, and affordable housing. In his role, Eric leads project teams and provides overall office management. He also provides leadership for the Architecture Department for TCA and acts on the firm’s Board of Director’s Executive Committee. Eric also serves as cochair of the ULI Los Angeles Housing Council.

Eric’s DTLA office has recently completed several notable mixed-use and high-density housing projects, including G-12 and Olive DTLA, The Camden, Cumulus, Hanover Grand, and El Monte Veterans Village a 42-unit affordable housing SRO serving military veterans in El Monte, CA. In addition to architectural education, Eric’s study includes a specialized degree in architectural history and urban planning.

His designs have been recognized by the American Institute of Architects (AIA), the Congress of the New Urban (CNU), The National Association of Home Builders (NAHB) and the Pacific Coast Builder’s Conference (PCBC), among others. Eric is a speaker on housing and high-density design at industry events, and volunteers as a studio critic at Cal Poly Pomona’s School of Environmental Design. His projects have been featured in industry publications such as Urban Land Magazine, Green Home Builder, Architectural West, Builder Magazine, and Multi-Housing News.

Eric holds an NCARB certificate and is licensed in California, Hawaii, Arizona, New Jersey, South Carolina, Nevada, and Montana. He received a BA from the University of California, Los Angeles, (UCLA) and holds a MA from California State Polytechnic University, Pomona. Eric and his family are long-time Long Beach residents and frequent visitors to Hawai’i.
