Vic Raskovsky is an Associate Principal and Construction Administration Manager at TCA with over 20 years of experience in the retail and residential practice across the West Coast. 

Prior to TCA, Vic worked in project delivery, focusing on construction documentation and project management at notable firms such as: RTKL, Johnson Fain, and Westfield Design and Construction.  His experience includes high-rise residential buildings such as Aqua Vista, an 18-story twin tower of 382 condominiums located in San Diego; as well as 5200 Wilshire Boulevard, a 23-story tower of 398 apartment units.  He has additional experience is in multi-story retail, structured parking, and international commercial developments. 

As Construction Administration Manager, Vic serves as the primary contact for TCA during the construction phase of each project with the client’s construction personnel, contractor, and Authorities Having Jurisdiction (AHJ). He provides general observation during construction to ensure the design intent is met and responds to RFI’s and reviews submittals for construction document conformance. 

Vic provided CA services for Camden Glendale, a 287 unit, Type III mixed-use community with 16,500 square feet of retail as well as The Camden in Hollywood, California.  The Camden is a mixed-use, market-rate, urban infill apartment building with 287 apartments and a 39,000 square feet of retail. He also worked on Onyx located in downtown Los Angeles. Onyx is a mixed-use apartment building with 162 apartments and 12,500 square feet of retail.

Gus Quintana

Gus Quintana is a Senior Project Coordinator and Associate Principal at TCA with 29 years of experience. Prior to joining TCA, Gus worked as a project manager at Absolute Consulting Engineers, where he was responsible for leading teams to successfully complete several commercial projects, including Verizon, Sprint, and Sam’s Club. He also worked on hospitality projects, including Fairfield Inn, TownePlace Suites and Marriott.

As Senior Project Coordinator, Gus is responsible for drawings and their content, including consultant coordination, code compliance, permit processing and constructability for large, complex multi-family projects. He generates effective details to fully describe the design intent and constructability, and assists the project manager with project and client management. Gus also manages the Revit model. He has extensive knowledge of all building systems and consulting disciplines to successfully complete the projects.

Gus is currently working on the 600 W. Commonwealth project in Fullerton California, comprised of two sites: a Type V, multifamily, 170 units, for building-1 and 120 units for building-2; both are four-story wrap apartment buildings.

Desiree Kelley

Desiree Kelley is a Senior Construction Administration Manager and Associate Principal at TCA Architects, and has over 20 years of experience in this field. Prior to TCA, Desiree worked at PR & P, FCGA Architecture, and Architectural Dimensions, as project manager and job captain.

Her current role at TCA has Desiree serving as the main point of contact during the construction phase for the contractor, clients’ construction personnel, and the Authority having jurisdiction. She manages projects during the construction phase to ensure compliance with the design intent, codes, budget, and schedule. Desiree also reviews and responds to RFI’s and submittals for conformance with the contract documents.

Desiree worked on TCA’s recently completed San Francisco high-rise 390 First Street (aka Modera Rincon Hill) – a 14-story, 180-unit project with puzzle-lift parking. This project interweaves a slender and modern curtain wall tower into a more traditional podium structure, while stepping down a steep hill, to form a transition from the tall towers of Rincon Hill to the residential scale of Lansing Street. Desiree also completed Hanover Northgate and Hanover Broadway, both seven story mid-rise, mixed-use podium projects in Oakland, CA; as well as provided CA services for The Asher a wrap project in Fremont, CA. All three are transit-oriented developments.

As a long-term resident of Alameda, Desiree has been passionate about contributing to positive growth and development of her community.

Paul Medel is a Senior Project Manager and Principal with more than 24 years of experience in design and construction of custom homes, mixed-use, and multi-family projects throughout California. He has worked on several published and award-winning projects during the last 18 years at TCA. Some of the most notable projects include: Altitude at Howard Hughes Center in Los Angeles, Westgate Apartments in Pasadena, Los Olivos in Irvine, 888 San Mateo Apartments in San Mateo, Avalon Public Market in Emeryville, and La Placita Cinco in Santa Ana.

Mr. Medel graduated from the University of Southern California with a Bachelor of Architecture. He is a member of the American Institute of Architects and is a licensed Architect in the state of California.

STEVE HUTSON

Steve Hutson is a Partner at TCA with over 31 years of architectural experience in construction technology and the production of construction documents.  Prior to TCA, Steve’s architectural focus was on municipal work, commercial and retail projects, and high-end custom homes.  He has been a team leader at TCA since 2001 with senior management oversight on a countless number of mixed use projects along the west coast while assisting in the advancement of office wide architectural standards, processes and drawing disciplines.  Over the years, he has grown his position from a singular project focus to be a companywide asset in quality management, construction oversight and mentoring.  He has very strong and innate communicate skills which are highlighted in his daily coordination with project teams, consultants and government agencies.  Steve is energetic, highly experienced, and a passionately devoted practitioner.

As Director of Quality Management (QM) and Construction Administration (CA), Mr. Hutson has been instrumental in providing detailed project analysis reviews and oversight for all of TCA’s projects.  He is responsible for reviewing construction contracts, establishing project schedules, budgets, staffing needs, mentoring project team members and directing projects from Schematic Design through Construction Administration.  His highly detailed approach to drawing content, coupled with an ability to respond rapidly to a variety of challenging situations in ‘real time’, makes Steve uniquely suited for this position. He is highly valued internally and externally for his technical knowledge, leadership, personality, clear communication style and the direct approach he brings to the construction process.

As a Partner, Steve assists in setting the direction of the firm.  He mentors and trains staff members, leads project and staff scheduling meetings, participates in office management, assists Human Resources with interviewing and hiring, conducts routine employee engagements, directs project management meetings, and serves as a resource for all projects.
