Gilbert is an Associate Principal and Senior Project Manager, who joined TCA Architects as a Job Captain in 2011. He has over 15 years of experience in multi-family and mixed-use projects. Gilbert’s experience includes NAHB, PCBC Gold Nugget, and MFE Grand Award projects, such as The Village, The Park at Irvine Spectrum (Irvine, CA), Crescent Village (San Jose, CA), and Lex on Orange (Glendale, CA). To date, he is involved in the construction of over 6,000 apartment units, with 2,000 pending construction.

Gilbert is a Senior Project Manager for 4th & Hill, a 31-story high-rise TOD in downtown Los Angeles, directly adjacent to the entrance of one of the busiest metro stations in the area. The base of the building will activate the currently lackluster Metro station corner, through its design and programming.

As a Senior Project Manager, Gilbert is responsible for project development of the construction documents. He manages, coordinates, and directs technical staff. He also assists studio directors with budget and scheduling. Gilbert is well trained in the use of Building Information Modeling (BIM). He is also a licensed architect in the state of California.

Daniel Lee, AIA, LEED AP

Daniel Lee has over 15 years of experience in the architecture industry specializing in multifamily and mixed-use projects. His expertise includes podium and wrap apartment projects ranging from 200 to 600 dwelling units. Prior to joining TCA, he was a designer at Archeon Group and Lee & Sakahara Architects, where he worked on a broad range of project types, including hospitality, government, and restaurants.

Daniel joined TCA in 2006 as a Technical Designer. Currently, he is an Associate Principal and Project Manager in the firm’s Orange County office, overseeing the construction of Picerne Lomita in the city of Lomita and the Elan Zoo apartment project in Santa Ana. He is also actively managing a wrap apartment project in Santa Ana situated in the MainPlace Mall.

Paul Medel, AIA

Paul Medel is a Senior Project Manager and Principal with more than 24 years of experience in design and construction of custom homes, mixed-use, and multi-family projects throughout California. He has worked on several published and award-winning projects during the last 18 years at TCA. Some of the most notable projects include: Altitude at Howard Hughes Center in Los Angeles, Westgate Apartments in Pasadena, Los Olivos in Irvine, 888 San Mateo Apartments in San Mateo, Avalon Public Market in Emeryville, and La Placita Cinco in Santa Ana.

Mr. Medel graduated from the University of Southern California with a Bachelor of Architecture. He is a member of the American Institute of Architects and is a licensed Architect in the state of California.

Jim Liu is an Associate Principal, Senior Project Manager at TCA with 17 years of experience in the architectural industry focused on high density mixed-use and multi-family projects. Prior to TCA, Mr. Liu worked at notable firms such as MVE & Partners, Studio T-Square, and KTGY.

As a Senior Project Manager, Mr. Liu is the day-to-day client and consultant contact during the documentation phases of the project. His primary responsibility is the documentation and coordination of all aspects of the project, including consultants, code compliance, permitting, and constructibility. In addition, he maintains the project data, such as schedules, minutes, design parameters, work plans and specifications.

Mr. Liu’s recent projects include 390 First Street (Modera Rincon Hill), a 180 unit Type-I high-rise building in San Francisco, developed by MCRT that completed construction in Spring 2021; and a 389 unit Type-V project in Morgan Hill, CA developed by Braddock and Logan. Currently he is completing the Construction Documents and Permit for a 716 unit Type-III and Type-IA project in Mountain View, CA.

FRANK PASKER, AIA, LEED AP, BD+C

Frank Pasker, AIA, LEED AP, BD+C has more than 20 years of experience in affordable multi-family and sustainable projects. His focus is large scale market-rate projects as well as family housing, single room occupancy accommodations (SRO), senior residences and adaptive re-use projects. He is well versed in the various applicable special codes and regulations, such as the federal standard UFAS , ADA 2010 and the various accessibility requirements by state and local jurisdictions for these particular types of projects.

Frank has served as Project Director of TCA’s most notable high-rise projects. He has also completed and is working on several high-density, mixed-use, and market-rate projects throughout Los Angeles. Frank is working on TCA’s affordable modular project 6th & San Julian by Mercy Housing, to provide urgently needed housing for Los Angeles’ homeless population.

Frank’s second focus is sustainable architecture and is holding active LEED AP, BD+C credentials. He is  familiar with the various green building programs and regulations, such as the California based Build it Green, Enterprise Green Communities, the new California Green Building Code and the various sustainability requirements for publicly funded projects. Frank has received recognition from the City of Los Angeles and the Pacific Coast Builders Conference (PCBC) for the Nob Hill Haus, an experimental certified Green Building achieving net zero electricity while using only 25% of the water of a conventional residence. Additionally, his project Hanover Olympic offers the first “net zero” energy rentals in Los Angeles.

In his role as Technical Director of the LA office, Frank oversees the technical staff, mentors aspiring young Architects and provides training to the technical team.
